Friday Joke: Clothing-free garden center?

When you see a sign like this one — supposedly implying clothing-free conditions within a garden center — what do you think of?

Are they trying to be funny with the clothing-free implication on the sign? Or perhaps they meant to say that you’re not permitted entrance without some sort of footwear? I give up guessing . . . you tell me the why or the what of the message on this sign!
